Diversity in front of and behind the camera increases significantly when there is greater representation in key decision-making roles—producers, executives, investors. Deep, structural change in the film industry requires real changes in who decides what films get made; who finances the films we see; and who profits from the success of these films.

Ultimately, representation is about power.

Appearances can be deceiving. While Hollywood likes to highlight diversity on screen in a few blockbuster releases—e.g., Black Panther, The Little Mermaid—the USC Annenberg Inclusion Initiative shows that the overall levels of industry participation by historically marginalized filmmakers and actors has shown little to no increase in recent decades.
